I want to start a garden where the ground has never been plowed.?

I have a small bit of land where I want to start a garden. Problem is, it's never been plowed before and my little tiller won't do anything on such hard ground.


I had the same problem with my garden planted last year. I chose the spot I wanted to till, and found it used to be a driveway. So what I did was make my first path about 2-3 inches down to scrape off the grass.

  • How We Plowed Before Snow Plows Were Invented

    America's first settlers were not so well-equipped to deal with the New World's snowy winters. During the 1717 storm (four feet of snow dumped, with drifts of up to 25 feet in some places), only a solitary postman was able to make the trip from Boston to New York. His trick? Abandoning his horse for a pair of snow shoes.

    Back then, plowing wasn't in the picture. Instead, residents affixed ski-like runners to their carts to move through the icy streets.

    But urban development brought with it streets, and people who needed to get through them. Residents depended on regular deliveries of food and fire wood. When snow made transport impossible, they would dig themselves out in de-facto teams to allow sleigh traffic to pass through. Though ordinances in many cities required homeowners to clear snow off their sidewalks, snow removal was not yet practiced on a citywide basis.

    That changed in the 1840s, when the first snow plow patent was issued. According to a wonderfully comprehensive history by the  National Snow and Ice Data Center , the first snow plow was deployed in Milwaukee in 1862. They write that the plow "was attached to a cart pulled by a team of horses through the snow-clogged streets."

    An i nterim Snow and Ice Control policy was put in place last winter to guide City crews. A policy is necessary to make a clear statement of the intent of The City of Calgary winter maintenance operations. It establishes the priorities, standards and service levels of the snow and ice control program and was subject to review and approval of City Council. In accordance with this policy, City crews will only plow snow, not completely remove snow from roads, unless Calgary experiences extreme weather like we did last winter. Snow plowing differs from snow removal. Removing snow from all city streets is incredibly costly, and not a realistic option in the context of our current budget. Snow plowing may result in windrows on one or both sides of the road. The clearing of windrows left by City equipment at intersections, lane entrances and bus stops will be the responsibility of the City and will be cleared as soon as is practical. On residential roads, the current interim policy states that: The clearing of windrows in front of driveways left by snow plowing equipment shall be the responsibility of the abutting property owner. If snow plowing equipment is used, attempts will be made to keep driveways clear, but any spillage shall be the responsibility of the abutting property owner. The Roads Maintenance Manager will have the discretion to assess complaints, regarding windrows left due to plowing operations. If assessed as being greater than 30 centimetres in height, the Roads Maintenance Manager or Designate has the authority to direct the removal of the windrow with City crews. Otherwise, such windrows left by snow plowing equipment shall be the responsibility of the abutting property owner to clear.

    CITY OF PORT ANGELES - SNOW REMOVAL PROCEDURES
    Snow removal can be a monumental task with our limited equipment, and the street crews will do their best around the clock to get the roads cleared.

    Icy street conditions or snow fall will initiate mobilization of deicing/sanding/plowing equipment in accordance with the following priorities:

    *
    Priority #1 - Main arterials considered to be the minimum network which must be kept open to provide a transportation system connecting hospitals, fire stations, police stations and emergency rescue units.
    *
    Priority #2 - All remaining arterials, selected collectors and bus routes.
    *
    Priority #3 - Other arterials completing the network covering the major traffic volume streets and providing access to all schools.
    *
    Priority #4 - All remaining streets, such as residential.

    We Kindly Request Your Patience
    The City has limited equipment to clear 144 miles of roads. The Street Division has 4 trucks and 6 employees available for around the clock snow removal operations.

    If snowfall or freezing rain resumes before we arrive on your street, it means we have gone back to remove additional snowfall on Priority #1 streets.

    Parking on the Street
    The more cars that are off the streets the faster and better job we can do clearing the roadway. If you have a driveway, please use move your vehicle off the street.

    Blocked Driveways
    It is inevitable that driveways will be blocked during plowing operations. We're sorry for this inconvenience, but please be understanding that it cannot be avoided. Snow removal can be a monumental task with our limited equipment, and the street crews will do their best around the clock to get the roads cleared.
