Would a Caterpillar tractor be good for plowing snow in someones driveway or street.

For what it's worth, RM, climate change predicts everything and anything. There is an infamous article from ten years ago with the UK Met Office suggesting that snowfall would become a thing of the past thanks to climate change, and now the entire island has been covered in snow two years in a row. When it doesn't snow, it's because it's too warm, and when it does snow, it's because "warmth means more moisture," even though if the snow comes with lower than average temperatures! It's unfalsifiable!

But economists work hard to distinguish between positive and normative claims, and claims about how to change the income distribution are typically normative.
One of the first mantras you learn in an introductory economics course is that economics is about allocation, not distribution. An economist is willing to look at a set of iso-preference curves and say "it would be a Pareto improvement for this society to produce more cars and fewer houses", but not to look at a distribution of income and say "it would be a Pareto improvement to take money from this guy and give it to that guy". Because, by the definition of Pareto efficiency, it wouldn't be. Another one of the first things you learn is that one guy having everying is perfectly Pareto efficient.
