Gay Marriage, Take Two
Last year, when state legislators tried to make Maryland the sixth state to legalize gay marriage, their once rock-solid coalition fell apart one Sunday at a time.
"We found Mondays to be bad days for our vote count," says Delegate Heather Mizeur of Montgomery County, one of a handful of openly gay legislators. "Each passing Sunday, many local pastors spent entire services devoted to preaching against marriage equality and any politician willing to support it, and, each week, we'd get a couple people who lost their courage."
In the end, reservations from religious communities derailed passage of the Civil Marriage Protection Act in 2011. But gay-marriage advocates are gearing up for another push in the 2012 legislative session—and this time, they say, they have a revised game plan to make sure it passes.
Of course, last year, all the stars seemed aligned as well. For years, polls had shown a shift in attitudes about the issue nationally, as the public grew more comfortable with the idea of gay people getting married. Locally, Democrats had gained two seats in the state Senate, and some major committee assignments had been reshuffled, with same-sex marriage supporters getting key appointments. Change seemed to be on their side.

A Republican senator is planning on introducing legislation this week that would allow state officials to challenge federal regulations before they go into effect.
Sen. Roger Wicker (R-Miss.) told The Hill that his states’ rights bill is in large part a reaction to Democrats’ healthcare reform law, which Republicans claim would create 159 “boards, commissions, bureaus, programs and offices of the federal government.” That figure may be open to debate, but states have certainly raised concerns with the law, with 43 so far joining in legal challenges or taking other action to prevent certain provisions from taking effect.
“That’s certainly a statute that invites a lot of regulatory overreach, which could be reviewed and challenged on an expedited basis with this legislation,” Wicker told The Hill.
The proposed law could also be used to challenge other regulations, such as those from the Environmental Protection Agency, he added.
The legislation, called the 10th Amendment Regulatory Reform Act, mirrors a bill introduced by Rep. Tom Cole (R-Okla.) on March 25, two days after the president signed healthcare reform into law. It would allow designated state officials to file a legal brief challenging the constitutionality of proposed regulations during the time when they’re open for comment.

The change in the weather had been so small and subtle at first with the start of a light snow fall. Snow wasn’t unusual for this time of year and it had been pushed into the back of their minds as the two continued with their date and intimate conversation. Only when they had heard the wind as it picked up and began to howl did they realize that the light snow fall had escalated into a full blown snow storm with wind that blew so hard that it looked as though the snow were falling horizontally. Visibility was cut down substantially and the thought of having to walk blind through what looked to be the makings of a blizzard didn’t appeal to either of them. Not that James looked much put off at the idea of having to stay in Hogsmeade a bit longer till the storm passed. And as Lily sat by the window, alternating between watching the snow as it continued to fall at a seemingly ceaseless rate and turning her head to watch James as he leaned back in his chair she couldn’t help but wonder if he didn’t have any worries They were well past due when they should have returned to Hogwarts. They had duties as head boy and girl to finish up before break and Lily hadn’t even finished with packing yet! Not that it would take her very long but she didn’t like to be rushed. Stopping then, Lily looked over to him, slightly annoyed but that they were on a date before the storm had started. The mood was effectively killed with her insistence that they had to go. She gave him a fond but slightly sad smile. They had, had a fun evening together and it was a perfect way to end the first term. Come tomorrow morning she would be going to spend the holiday with her family and he with his, it seemed appropriate for them to see each other one last night before taking the train back to London tomorrow and parting ways till January. “This evening has been so very nice, James” she said with a fondness that matched her smile.
