  • Residents crowd selectmen meeting for private road plowing debate

    Midway into the April 23 Board of Selectmen meeting, several dozen citizens stormed in, filling most of seats and the space at the back of the room for a lively, often contentious debate about the board’s recent decision to stop plowing and sanding private roads as of the end of the fiscal year, June 30.

    At Town Meeting, the selectmen customarily make presentations on articles they either propose or approve. Dividing up the upcoming warrant articles among the five men, the board initially passed over Articles 5, 6 and 7, all which aim to reverse the selectmen's Feb. 27 vote to stop plowing private roads. The three articles were brought by citizen petitions.

    The argument is nothing new. As far back as 1949, the town of Littleton voted to plow and sand certain private ways that were used by the public. In the intervening years, there have been several discussions, and the result has been that the town Highway Department has continued to provide winter services as a safety measure. The criterion has been that the roads had to be maintained well enough that the town’s equipment and personnel would not be at risk in working on them.
