Lynn Mayor Judith Flanagan Kennedy said today the city has changed its rules and will no longer allow money set aside for snow removal to be used to pay the salaries of workers in the city’s Department of Public Works.

The mayor was reacting to news accounts in the Lynn Item that showed the city’s snow removal budget was drained of hundreds of thousands of dollars after a mostly snow-free winter. In the statement, the mayor said the rules were changed for fiscal 2013 so the spending does not take place again.

“While this year was not the first time this occurred, and according to our auditors is common practice in municipalities throughout the state, we have taken steps to ensure this practice will not continue,’’ the mayor said.

She added, “It is important to note that there is no indication that there are any missing funds, nor was there any intentional wrongdoing. The law department is reviewing this matter along with the Department of Revenue.’’

Salt is currently mass-produced by evaporation of seawater or brine from other sources, such as brine wells and salt lakes, and by mining rock salt, called halite. Sodium chloride is sometimes used as a cheap and innocuous desiccant because it appears to have hygroscopic properties, making salting an effective method of food preservation historically; as it draws water out of bacteria through osmotic pressure preventing them from reproducing and causing food to spoil. Even though more effective desiccants are available, few are innocuous for humans to ingest. Sodium chloride is also the raw material used to produce chlorine which itself is required for sterilization and the production of many modern materials including PVC, pesticides and epoxy resins. Industrially, elemental chlorine is usually produced by the electrolysis of sodium chloride dissolved in water. Along with chlorine, this chloralkali process yields hydrogen gas and sodium hydroxide, according to the chemical equation Sodium metal is produced commercially through the electrolysis of liquid sodium chloride. This is now done in a Down’s cell in which sodium chloride is blended with calcium chloride to lower the melting point below 700 C. As calcium is more electropositive than sodium, no calcium will be formed at the cathode. This method is less costly than the previous method of electrolyzing sodium hydroxide. Sodium chloride is used in other chemical processes for the large-scale production of compounds containing sodium or chlorine. In the Solvay process, sodium chloride is used for producing sodium carbonate and calcium chloride. Le Mars Daily Sentinel: Local News: Road departments stockpiled ...

While we've got several inches less snow than a year ago today, local road crews are already prepared for whatever winter might sling at us.

Le Mars city road crews went out for the first time last Monday to take care of the layer of ice that coated the community.

"I think we used about 25 to 30 tons of salt," said Steve Hansen, public works superintendent.

He said the city's eight plows are ready to go, and so is the 600 tons of salt for the roads.

The city crew has been making sure the trucks are fit to hit the streets along with the city's new snowblower and grader -- both replacements for 20-year-old equipment.

The city crew usually tries to roll out the plows between 2 and 4 a.m. after it snows.

"There are less people out and we can get a lot more done," Hansen said.

He reminded Le Mars residents to park according to odd-even parking for snow clearing.

That means cars should be parked on the even numbered side of the street on even-numbered days, starting at 6 p.m. the night before. On odd-numbered days, cars should be parked on the odd-numbered side of the street.

"If it's snowing, make sure your vehicle is on the right side of the street," Hansen said. "That helps us make it through in one pass."

Residents with large rocks or other landscaping near the curb are asked to move those items back so they don't damage city snow removal equipment.

"If I could have a 10-foot clear zone, that would be great," Hansen said.

And when drivers encounter the plows, he urged them to be cautious.

"Give the guys a break. Give them plenty of clearance," Hansen said. "Stay back a ways. Those trucks don't handle quite as quick as cars."

As for county roads, Plymouth County Engineer Tom Rohe said he has gravel and calcium chloride stockpiled at the main Le Mars facility plus four outlying sheds in the county.

"We use those materials and our plow trucks on the paved road system," he said.
