So historically, snow remains a possibility, but…</p><p>“I can pretty much unequivocally say we are out of the woods for snow for this season,” said Spencer Mell, forecaster at the National Weather Service office in Pleasant Hill.</p><p>Of course, we were never even in the woods.</p><p>Four-and-a-half was the number to sneak under. That was the inch total for snow accumulation during the 1922-23 season, the least-snowy record on the books for nearly nine decades.</p><p>The official snowfall total for 2011-2012: 3.9 inches.</p><p>Tough sledding, for sure. Snow-blowers, snow shovels and the entrepreneurial neighborhood kid, thanks anyway. (Recall Milton: “They also serve who only stand and wait.”)</p><p>A few blankets of fluffy whiteness would have been pleasant to gaze upon. We opened about three weeks early, and it was a huge weekend.”</p><p>Besides the snowy ice in the snow cones, the stand offers another way to get a snow fix.</p><p>“When we have leftover snow, we give it to the kids, and they start making snowballs and throwing them at each other,” Golay said. “Maybe we should plan a snowball fight for July.”</p><p> For much of the winter it was oddly mild pretty much east of the Rockies, thanks in part to a <span class="italic">positive</span> arctic oscillation index, a term you can now toss around at cocktail parties. More on that later. While the relative warmth made for lower-than-normal snowfall amounts in many cities, Kansas City apparently was one of the very few that broke its longstanding record.</p><p>We easily beat St. Louis on this score — which is like golf, the lower the better. Our cross-state rival hit 6.3 inches, said Jayson Gosselin at the National Weather Service office there.</p><p>Des Moines? Forget about it. That city’s 20.9 inches was below average, but didn’t make it into its Top 10 lowest.</p><p>Wichita witnessed just 3 inches of snow, but that was good enough only for a seventh place tie with the 1920-21 season for lowest accumulation. To be an all-time Wichita record, total snowfall needed to stay below 7/10ths of an inch, said National Weather Service forecaster Eric Schminke.</p><p>The reason for all that snowlessness wasn’t a lack of moisture. From December to February, precipitation was more than 2 inches more than normal. And March was really wet, another 2 inches above normal.</p><p>But month after month, the average daytime highs were high, about 5 degrees above normal in December and February and almost 9 degrees above normal in January. Then there was March: the average daytime high was 69 degrees. That’s 14 degrees above normal.</p><p>But if you’re thinking of selling the snow-blower, know that this past winter is not predictive of the next. In fact, our previous two winters were both Top 10 in highest snow accumulations.</p><p>Kansas City had 36.9 inches in 2010-2011, good for ninth place among our snowiest winters. Our two previous winters, by the way, saw largely <span class="italic">negative</span> arctic oscillation indexes.</p><p>As explained by Mell of the National Weather Service and Mike Pigott, senior meteorologist at AccuWeather, arctic oscillation helps weather folks understand large weather patterns.</p><p>When arctic oscillation is in a negative phase, there’s high pressure over the polar regions and low pressure over us, allowing winds and storms and cold temperatures to dip deeper in the middle of the country. In a positive phase, like this past winter, the atmospheric pressure is such that the frigid air stays trapped way north of us. </p><p>“The arctic oscillation was almost entirely positive through the whole winter,” Pigott said.</p><p>Unfortunately, arctic oscillations aren’t easy to predict, and they don’t necessarily stick around for long periods as did this past winter’s positive phase.</p><p>If you’re worried that we’ll have to pay for our mild winter with a hot summer, Tom Kines, senior meteorologist at AccuWeather, said that’s pretty likely. Higher than normal temperatures are expected in the middle of the country, with the Great Lakes region and the Northeast normal or below normal.</p><p>How hot?</p><p>“We think average temperatures 2 to 4 degrees above normal through May, June, July and August,” Kines said. “That might not sound like much, but if you have a summer 4 degrees above normal, you will think of that as a hot summer.”</p><p>Have a snow cone.
