Shaft seal, or a housing gasket is bad. If it is a case seal, then it needs to be opened up, and a new seal put in place.
I have taken carb off cleaned it out. Put it back on. It still reving up and down. Will not idle. I had another carb off a different blower. Same make and model. I put it on it on and it is still doing the same thing.
The problem is not with the carb. Surging is usually caused by govenor problems. The flywheel key is also not the problem, given what you describe.

Honda Snowblower Rubber Paddles Replaces Honda 1003375 (4 Each ...
Not having used a snow blower very much, I don’t know the service life of these rubber blades. I do know that they are about a third the price of OEM so they seem like a good compromise. After receiving them, they appear to be slightly less durable than the originals but whether or not that affects the life of the blades only time will tell.
