The Operator's manual is just that, no technical info at all.
The REAL questions: Anyone know what's available from that plug?
Any snow-blowers equipped with lights have, at the very least, a starter/generator combo. In this situation, the starter is constantly engaged, but works as a generator once the engine is running.

How heavy is the snow? In case you are living in a city where there is regular snowfall in winter then you should definitely consider buying John Deere snow blowers . By design, Simplicity snow blowers are anything but. A typical electric blower will be able to handle six inches of the white stuff at once whereas a gas snow thrower might be able to handle up to two feet in one pass! By using your MTD snow blower you can take the pressure off your back and let the machine handle the work for you. From the humblest light powdering to the heaviest blizzards, there’s a machine designed to clear the way. This blower will kick up rubble since the blades spin fast.
